Luna County

Luna County is located in New Mexico. It has a population of 25,000 as outlined in 2000 census. Its capital city and a business hub is Deming City, followed by Columbus. Luna City has taken various stops to attract business people to establish their businesses to stimulate economic growth.

Luna Count has taken various steps to encourage new businesses to be established in the area. It is also putting in place measures to stimulate growth and expansion of different sector of the economy in order to attract more investors. Like other counties it has take serious the development of the infrastructure as the base for stimulation of economic growth. In addition, it has invested in education facilities as a means of producing most qualified candidates for the expanding job marking. For example in 2001, it opened the Mimbres Learning Centre which was had been deserted for years. Luna County purchased the learning centre in 1999 using economic development administration grant with an aim of creating a modern institution that would produce the required candidates for the job market. This was among the strategies that have been taken by the county to offer job training incentivesgrants meant to improve the levels of qualification for most business in the area. In addition, Western New Mexico University and Dona Ana Branch Community have also come up with branches located in Deming which offers training programs that fits individual needs.  The State Economic Development Department is also offering In Plant Training which pays up to 60 of salary of business employees while they are in in-training for a period of 6 months. With most business experiencing increased cost of training  and re-training their employees, this is likely to be one of the most important financial package for most companies since it will provide them with a chance to save on training cost. This is an incentive that will attract most companies considering that one of the most important aspects of any business is continuous employee training in line with the changing need of the job.

Apart from education training, Luna County is also offering cash incentivesgrants. It has been offering land in the Industrial Park, with a LEDA and other negotiated economic incentives. This is being offered through Local Economic Development Ordinance which authorizes the county to advance such incentive to any investor who is willing to invest in the country. It offers Industrial Land Park for 1,000 per acre provided that the investor will employ 5 people from Luna County per every acre that has been purchased. This is considered a land grant for a built-to-suit.  In addition, the industrial park has the entire required site infrastructure including utilities, fibre optics, roads, and others.  It has water, sewer, and gas.

Deming city and Luna County have also been offering tax abates.  The county is willing and able to approve different tax abatements including Industrial Revenue Bonds for any investors coming up with a viable project.  With an IRB (Industrial Revenue Bond) investors property tax is abated.

Luna County also provide tax credits. DemingLuna County can be considered as an Enterprise Community. It gives companys opportunity for tax credit for employees between the age of 18 and 24 provided they are residents of Luna County.  Tax credits are provided through the Department of Labour program which is mandated to provide Work Opportunity Credit.  It also gives program financing incentives through USDA and the Department of Labour also advertise jobs and take application at their office to assist in job screening and employee procurement for the investor.  The County Economic Department also assist in getting press coverage and priority permitting for construction permits.
